The Ethiopian Urban Planning Law, in its Article 7, stipulates three hierarchies of urban plans: (i) National Urban Development Spatial Plan’ (NUDSP); (ii) the Regional Urban Development Spatial Plan (RUDSP), which should be prepared by each regional state; and (iii) the city/town level urban plans. The Ministry of Urban Development and Construction has developed the NUDSP. Meanwhile the Urban Planning Law grants power to the Regional States to initiate and develop their respective Regional Urban Development Spatial Plan RUDSP, which aims to provide a coherent, integrated, balanced and efficient spatial regional framework for enhancing urbanisation, in conformity with the NUDP.
Considering the lack of capacity at local levels to develop Regional Urban Development Spatial Plan, UN-Habitat in collaboration with the Ministry of Urban Development and Construction and with a financial support of the embassy of Sweden is planning to provide a technical support to regions and cities to develop their respective Regional and urban/metropolitan spatial plans. The aim of this support is to strengthen local capacities by deploying capable urban and regional planners, in the ministry of Urban Development and Construction and selected cities (Addis Ababa, Bahir Dar, Dire Dawa, and Mekelle), sharing international experiences and providing trainings.
