Org. Setting and ReportingThis position is located in the Centre of Excellence for Digital ID within the African Centre for Statistics of the United Nations Economic Commission for Africa. The officer will report to the Director of the African Centre for Statistics.Responsibilities Within limits of delegated authority, the Information Systems Officer will be responsible for the following duties: •Manages project for Digital ID for Africa, preparing memoranda analyzing, summarizing and contrasting the experience of Africa with digital identity systems and civil registration efforts, including the key successes, failures, and factors contributing to outcomes. •Develops detailed system and other functional specifications and user documentation for Digital ID Systems. In so doing, summarizes key technologies used for interoperability, as well as stacks of services built on foundational ID systems. •Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues. Specifically to Digital ID, summarizes, at a high level, the emerging global practice in digital privacy and data governance regulation. •Takes stock of the state of data protection law and data protection authorities in Africa, and advises on relative strengths or gaps. •Advises on programmes that require integration of many interrelated systems and programme elements; ensures appropriate data security and access controls considering both national and regional legal frameworks. •Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. •Develops training materials, operating and user manuals; trains staff of target member states in Digital ID systems. •Develops disaster recovery plans and ensures appropriate planning and training of those responsible. •Researches, analyzes and evaluates Digital ID technologies and interoperability experiences and makes recommendations for their deployment in Africa. •Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. •Facilitates strategic relationships and communications with technical and financial partners and key stakeholders to digital identity systems, including governments, banks, and civil society organizations. •Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users. •Prepares a set of regional guidelines, based on policy frameworks agreed and established by the UNECA and African Union.Pages: Page/Page/Page/Page/Page/Page/Page/Page
